Compliance and Contracting Specialist – Washington, DC or California

Kearns & West’s Washington, DC Office has an opening for contracting and compliance specialist with federal contracting experience. The Position 

This position is on the Business Team that will support the growth of Kearns & West, namely through contract management, administration, and compliance measures.  This position will provide expert guidance on various rules and regulations that apply to the company, particularly in government contracting. This position will also be charged to review, track, execute and maintain contract files.  This is a new position so will be creating and establishing best practices and procedures.  This position will also be responsible for all state registrations and certifications. 

The position will build capacity of the company’s tools and people in contracting and compliance and will be instrumental in setting up Kearns & West success in current and future business endeavors with federal and other government and private clients.

This position will: 

  • Lead the contract management lifecycle (initiation, authoring, process and workflow, negotiation and approval, execution, ongoing management and compliance) 
  • Set up and maintain a company-wide contract management system 
  • Set up and carry out a Strategic contract review process for the project team of each newly awarded opportunity 
  • Lead contractual discussions company-wide and externally as appropriate 
  • Lead audit responses 
  • Respond to Representation and Certification requests 
  • Advise, lead and monitor any company work-at-risk situations with documentation 
  • Advise project and business team on contract terms and conditions, company policies and procedures and strategic vision for developing new business 
  • Review proposal contracting mechanisms (e.g. RFPs, etc.) for contractual, compliance, financial and other business risks; and make recommendations on pursuing new business based on those risks 
  • Analyze award contract requirements and coordinate with project and finance staff to respond to client requirements. 
  • Review, draft, edit, negotiate and administer contractual terms and conditions for new business opportunities; as well as modifications, approvals, reporting requirements and closeout on current business 
  • Provides expert guidance on various rules, regulations, statutes and other contractual terms. 
  • Measure and analyze contract performance and suggest ways to optimize performance  
  • Develop and conduct training for staff on contract issues, policies and procedures. 
  • Develop Analytics and Automated Contract and Compliance Reporting 
  • Carry out Annual internal Audit of Contracts and Compliance 
  • Remain informed of Kearns & West service areas and initiatives to better understand and inform colleagues on contracting needs. 
  • Ensure state reporting requirements are met 
  • Stay current with Compliance laws

Education, Certifications and Experience 

MINIMUM EDUCATION: Bachelor’s degree or equivalent, preferably in a business-related field. Advanced degree or education is valued but not a requirement.  

REQUIRED SKILLS/EXPERIENCE: Demonstrated understanding of federal government contracting as well as FAR training and/or extensive FAR knowledge is required. Demonstrated ability to resolve contracts issues. Demonstrated ability to discern and analyze risks and recommend solutions. Previous work experience in contracting and/or similar compliance roles is required. Proficiency in MS Office (Outlook, Word, PowerPoint, and Excel) is required.  

PREFERRED SKILLS/EXPERIENCE: Strong candidates will have a minimum of five/eight years of employment experience. Experience managing a contract management system software preferred.   Experience responding to audit requests preferred. Experience with the following is also valued: expertise in managing contract actions from conception to implementation; familiarity with a variety of clients including local, state and private entities; experience in other areas of organizational compliance.  Experience developing Policies and Procedures is preferred. 

This position does not have formal supervisory responsibilities; however, it will require oversight of junior staff and close collaboration with staff across the company.  

PRIOR DEPARTMENT OF THE INTERIOR EXPERIENCE: We value a demonstrated prior connection to and professional relationships with the Department of the Interior, although these are not required.
