On March 31, 2023, the Bureau of Land Management (BLM) released Recommended Practices for NEPA-CEQA Coordination across state and federal agencies as a guide for producing joint or coordinated National Environmental Policy Act and California Environmental Quality Act reviews. The Recommended Practices (link below) intends to improve efficiencies across agencies and clarifies how the public can participate in these joint or coordinated environmental review processes and documents. Kearns & West worked alongside the BLM in coordinating with state and local agencies and environmental consultants in developing the Recommended Practices document which provides a framework for selecting from six scenarios to effectively structure agency coordination and tribal and public engagement.
