As a Senior Director at Kearns & West, Terra designs and facilitates collaborative decision-making, conflict resolution, and public outreach and engagement processes related to water operations and supply, water quality, habitat restoration and endangered species issues, flood risk, and wastewater. Terra has worked with numerous local, state, and federal agencies, both internally and in multi-agency contexts, and has executed outreach to a wide range of public stakeholders. Terra holds a Master of Environmental Science and Management from the Bren School at UC Santa Barbara and a bachelor’s degree in history from Cornell University. She enjoys helping stakeholders utilize evolving science and modeling in their decision-making, including exploring how to address scientific uncertainties and associated risk in their short- and long-term planning and policymaking.
